September 2025 Quarterly Tax Updates

This quarterly newsletter covers income tax, VAT and customs changes issued in Bangladesh between July and September 2025, with the SRO or order number for each item.

Income tax: SRO No. 317 dated 17 July 2025 sets tax collected at source at 0% on the import value of specified textile raw materials, including cotton, synthetic, acrylic and artificial staple fibres and polyesters. SRO No. 361 dated 11 September 2025 amends the Tax at Source Rules 2024 to impose 1% tax at source on imports of soya bean, palm, sunflower, safflower and maize oil.

VAT and customs: Order No. 06/Mushak/2025 explains how commercial importers treat the 7.5% advance tax paid at import, as final or adjustable depending on local value addition, and how to invoice, record and report the first local supply. It repeals General Order No. 04/VAT/2025. A Standing Order dated 12 July 2025 sets procedures for depositing, recording and auctioning seized and confiscated goods. Imports of ocean-going vessels of at least 5,000 DWT, previously subject to 15% VAT, are exempt until 30 June 2026 subject to conditions. Certain industrial establishments without a warehouse may import raw materials for export production free of import duty, VAT, advance tax, supplementary duty and regulatory duty, provided they give a bank guarantee equal to the duties waived.
